One two three four, tell the people what she wore

I see people who have no style. Their clothes are purely functional and drab. They have no pride in their appearance and no passion for their clothes. And, because their clothes are so uninteresting, their clothes do nothing for them! The people themselves come across as boring and dull! Their sophisticated way of dressing is instilled in them from childhood.  There is no need for them to be told, or, for that matter shown, how to dress - the art of stylish dress is deeply rooted. It is an ingrained skill, an ability. Europeans know and understand elegance.
How do we explain why black African people are the most elegantly dressed and immaculately groomed individuals in South Africa?
